Oil from the tank ...

Hi, since i have changed the speedometer shaft oil is dropping from the tank to carburetor, battery ...
I have removed the tank and seen the track begin at the point where the second jacket of the speedometer shaft finished. The sealing ring in the sp. shaft is new and looks ok. What the hell is the cause?

PS: There is no oil on the zylinder.
